President Donald Trump’s Board of Peace has warned that the gap between funding pledges and actual disbursements for Gaza’s reconstruction must be closed “with urgency,” according to a May 15 report to the United Nations Security Council viewed by Reuters on Tuesday.yahoo
The board, established to oversee Trump’s plan to rebuild the war-shattered territory, said that funds committed but not yet disbursed represent “the difference between a framework that exists on paper and one that delivers on the ground for the people of Gaza”. The warning echoes a pattern of funding difficulties. Reuters reported in April that only three of ten countries that had pledged support — the United Arab Emirates, Morocco, and the United States — had actually provided funding, with total contributions amounting to less than $1 billion. The board denied that report at the time, calling itself an “execution-focused organisation that calls capital as needed” and insisting there were “no funding constraints”.reuters
The overall reconstruction of Gaza, where Israeli airstrikes destroyed four-fifths of infrastructure, is estimated to cost around $70 billion. In February, Trump announced at the board’s inaugural meeting in Washington that member states had pledged over $5 billion, a figure that later grew as additional countries contributed.reuters
Separately, the UN’s Office for the Coordination of Humanitarian Affairs reported that the 2026 Flash Appeal for Gaza and the West Bank is only 12 percent funded, with just $490 million received of the $4 billion target. The funding shortfall is already affecting food delivery: humanitarian partners are now supporting kitchens serving one million meals a day in Gaza, down from 1.8 million daily meals in February.un
One in five families is eating only once a day, and mothers are skipping meals so their children can eat, according to the UN briefing delivered Monday. Beyond limited funding, humanitarian operations are hampered by restrictions on the entry of spare parts and fuel, movement constraints within Gaza, and damaged infrastructure.un
The board also called on countries and organizations that are not members of the Board of Peace to contribute to Gaza’s reconstruction “without delay”. Several major European powers, including France, Germany, and the United Kingdom, have declined invitations to join.arabcenterdc
