EU Leaders Agree to “Decisively” Ramp Up Defense by 2030 at Brussels Summit

European Union leaders concluded a two-day summit in Brussels on Friday with a commitment to accelerate the bloc’s military readiness by 2030, condemn Russia’s ongoing aggression against Ukraine, and chart a tougher economic course against Chinese trade dominance — setting the stage for what may be the most defense-oriented era in the EU’s history.

The European Council meeting on June 18-19 produced conclusions calling for defense preparedness to be “decisively ramped up” by 2030, with leaders urging member states to close capability gaps in air defense, early-warning systems, and counter-drone technologies. The summit condemned a May 29 Russian drone strike on a residential building in Romania and expressed solidarity with member states facing violations of EU airspace.yenisafak

Defense and Ukraine

Leaders reaffirmed NATO as the foundation of collective defense while stressing that higher spending must be matched by coordination and joint investment. The council called for expanded defense industrial capacity and faster implementation of the Security Action for Europe (SAFE) instrument and the European Defence Industry Programme. Progress toward the 2030 targets will be reviewed at an October summit based on an annual readiness report from the European Defence Agency.aa

On Ukraine, European Council President António Costa stated the EU would not pursue a mediating role in the conflict, aligning firmly with Kyiv. “There are no credible indications that Russia is interested in engaging in meaningful negotiations,” Costa said.dw

Budget and Trade

German Chancellor Friedrich Merz pressed for reductions to the European Commission’s proposed long-term budget for 2028-2034, calling it “far too high”. The Commission has proposed a budget approaching €2 trillion — representing roughly 1.2% of the bloc’s combined national income.aa

On trade, EU leaders debated new defenses to counter a surge of Chinese exports. Trade Commissioner Maroš Šefčovič said the EU-China trading relationship “has reached a stage that necessitates a reset,” adding, “this is not about confrontation, but about rebalancing”. Brussels is contemplating sector-specific tariffs and an “overcapacity” tool targeting subsidized imports in sectors such as chemicals, batteries, and green technology.rfi

Migration

The summit took place against the backdrop of the EU’s new Migration and Asylum Pact, which took effect on June 12, and recently approved legislation allowing the transfer of rejected asylum seekers to “return hubs” in third countries. The European Parliament approved the return hubs framework on June 16, permitting member states to conclude agreements with non-EU nations to accept migrants subject to return decisions. The legislation still requires formal Council adoption before entering into force.wikipedia

Leaders will reconvene in October to assess defense readiness progress and continue budget negotiations that promise to pit defense priorities against agricultural and cohesion spending in the months ahead.
