EU Formally Adopts OceanEye Initiative as US Dismantles Ocean Monitoring Network

The European Commission on Wednesday formally adopted OceanEye, an ocean observation initiative that aims to position the EU as the provider of 35% of the global ocean observing system by 2035, as the United States moves to dismantle one of the world’s largest marine monitoring networks.eurocean

Commissioner for Fisheries and Oceans Costas Kadis announced the adoption at the conference “Riding the Wave: Advancing the EU Ocean Pact through Science, Innovation and Cooperation,” held under the Cyprus Presidency of the Council of the European Union. In his remarks, Kadis underlined the urgency of closing knowledge gaps, stating that “ocean observation is the base of all marine knowledge and ocean research and innovation.”aircentre

Filling a Growing Void

The timing of the formal adoption comes as the U.S. National Science Foundation begins removing more than 900 deep-sea instruments from the Ocean Observatories Initiative, a $370 million network that has collected data on physical, chemical, geological, and biological ocean conditions for a decade. Scientific American reported that ships are being dispatched this month to begin dismantling the infrastructure, with four of the OOI’s five arrays slated for removal by summer 2027.gcaptain

The OOI’s downsizing reflects the Trump administration’s FY2026 budget proposal to cut the program’s funding from approximately $39 million, according to gCaptain. A 2025 Global Ocean Observing System status report had already warned that the worldwide network remained “subcritical, with uneven coverage, declining drifting buoy and ship-based observations, and heavy reliance on a small number of contributors.”unesco

Europe’s Ocean Ambitions

OceanEye builds on existing EU capabilities including the European Digital Twin of the Ocean and the Copernicus Marine Service. The initiative is structured around four pillars: unified European governance, global leadership through an international alliance, the Digital Twin and industry growth, and public engagement.miragenews

First announced by Commission President Ursula von der Leyen at the European Ocean Days on March 2, the initiative was backed by an initial €50 million from Horizon Europe for 2026-2027.
