The Trump administration’s unprecedented decision to impose export controls on Anthropic’s most advanced AI models has sent shockwaves through the global technology industry, with UK businesses and major tech firms pushing Washington to reverse course on restrictions that have left users worldwide without access to the systems.
On the evening of June 12, Commerce Secretary Howard Lutnick issued what is known as an “Is Informed” letter to Anthropic CEO Dario Amodei, invoking the Export Control Reform Act of 2018 to bar any foreign national — whether inside or outside the United States — from accessing the company’s Claude Fable 5 and Mythos 5 models. The directive came just three days after Anthropic publicly launched the models on June 9.cybersecuritynews
Because the company could not reliably verify users’ nationality in real time, Anthropic was forced to disable both models entirely for all customers worldwide. “The net effect of this order is that we must abruptly disable Fable 5 and Mythos 5 for all our customers to ensure compliance,” the company said in a statement.techpolicy
The Wall Street Journal reported that the ban stemmed from cybersecurity research conducted by Amazon security teams. CEO Andy Jassy reportedly briefed government officials after Amazon researchers found that Fable 5 could be manipulated through specific prompts to provide information that could facilitate cyberattacks. Anthropic has characterized the situation as a “misunderstanding,” noting that the research in question was defensive in nature.broadbandbreakfast
The restriction has drawn opposition from across the tech sector. Executives at Nvidia and Adobe have called on the administration to lift the ban, arguing that the limitations impede efforts to combat digital threats. Over a hundred cybersecurity experts signed an open letter to Commerce Secretary Lutnick and National Cyber Director Sean Cairncross, writing that the ban “has taken the best models away from defenders, created market uncertainty, and risked America’s AI leadership without any real risk to justify it”.yahoo
The export controls apply equally to allied nations that share intelligence and defense agreements with Washington, straining transatlantic relations. The Times reported that UK businesses have been alarmed by the sudden loss of access, while The Japan Times noted the ban “asserted a broad, unprecedented authority over the technology”.thetimes
Anthropic dispatched senior technical staff to Washington over the weekend of June 14-15 to negotiate with Commerce Department and White House officials. However, according to reports, the administration concluded emergency talks on Monday without lifting the restrictions, after the NSA warned that Fable 5’s guardrails could be bypassed.reddit
The company had already been embroiled in a separate dispute with the Pentagon, which designated it a supply chain risk in March. Anthropic claimed at the time that it faced an immediate loss of more than $150 million in annual recurring revenue from Defense Department contracts, with potential losses reaching billions in total sales.yahoo
The Bureau of Industry and Security’s directive remains in effect until formally rescinded, and Anthropic must now apply for individually validated export licenses through the government’s SNAP-R portal to resume foreign access. The episode marks the first time the Commerce Department has used this particular legal authority against a commercially available AI model.saasrise
